James W. Osyf for Congress
James is a defense innovation executive and senior officer in the U.S. Navy Reserve. A first-generation Ukrainian American, James was raised in and inspired by a family grounded in service – with relatives who enlisted in the Army Air Corps during World War II and in both the Army and Navy during Vietnam.
A proud graduate of the public school system, James attended the U.S. Naval Academy and began his Navy career in Virginia Beach, deploying twice to the Persian Gulf aboard the fast-attack submarine USS Norfolk. He continues to serve in Virginia Beach today, supporting U.S. Second Fleet operations.
James is also a leader in the private sector, having driven strategy and transformation initiatives in the aerospace and defense industry since 2015. He holds a Master in Public Policy from Harvard’s Kennedy School of Government and a Juris Doctor from Georgetown Law.
As an advocate and mentor, James champions emerging national security leaders, remains committed to advancing LGBT voices – including his own – within the national security community, and to fostering a public sector that is both effective and reflective of the people it serves.
